The Mission:

To represent the interests of state and major urban area fusion centers, as well as associated interests of states, tribal nations, and units of local government, in order to promote the development and sustainment of fusion centers to enhance public safety; encourage effective, efficient, ethical, lawful, and professional intelligence and information sharing; and prevent and reduce the harmful effects of crime and terrorism on victims, individuals, and communities.

The Purpose:

The Association exists to:

Provide an independent and consolidated voice for state and major urban area fusion centers;  Maintain the focus of state, tribal, local, and federal governments on the needs of the fusion centers;

Represent fusion center concerns to the federal government through an education process;

Provide support for the development of effective fusion center policy for the nation's state and local government elected officials and tribal leaders;

Serve as a catalyst for the careful consideration and promotion of effective and efficient fusion center policies and practices;

Advocate for the commitment of adequate resources to support a national, integrated network of state and major urban area fusion centers; and

Coordinate between and among the different branches and levels of government and promote broad philosophical agreement.

PROVIDING A VOICE FOR THE NATIONAL FUSION CENTER NETWORK:

"These centers analyze information and identify trends to share timely intelligence with federal, state, and local law enforcement including DHS, which then further shares this information with other members of the Intelligence Community. In turn, DHS provides relevant and appropriate threat information from the Intelligence Community back to the fusion centers. Today, there are 72 state- and locally-run fusion centers in operation across the nation, up from a handful in 2006. Our goal is to make every one of these fusion centers a center of analytic excellence that provides useful, actionable information about threats to law enforcement and first responders." Fusion Center Staff in Boston and across the Country Tirelessly Support Boston Investigation

As President of the National Fusion Center Association, I want to tell the nation about the hard work that our fusion centers do every day to protect citizens across the United States. Usually in the background, the dedicated men and women who work in fusion centers are always ready to surge to support a crisis. Last week reminded us all of the continued threats and need for fusion centers.

In particular, I want to tell the public about the incredible work that Fusion Center Director David Carabin’s staff at the Boston Regional Intelligence Center (BRIC)—Boston’s designated fusion center—have been doing to support the investigation. As Dave told me last week, “I have the best sworn and non-sworn staff on the planet. I have to force them to leave and get rest. They are the smartest and most dedicated people I have ever worked with.” Dave is one of the best and brightest in the National Network of Fusion Centers and I know that under his leadership and the guidance of Superintendant Paul Fitzgerald, they have done and are doing everything possible to support the analysis and processing of information related to the investigation.

The Massachusetts Commonwealth Fusion Center staff also made a significant difference through their support of the investigation and the BRIC. They were there throughout each step to help investigators hunt down the suspects.

I want to applaud the staff of both fusion centers for everything they have done and will continue to do to improve our network from the lessons learned.

Many fusion centers from across the country have supported requests for information (RFI’s) to enhance the BRIC’s support of the Joint Terrorism Task Force. I would also like to personally thank FBI Deputy Assistant Director Kerry Sleeper and DHS Deputy Undersecretary Scott McAllister for their efforts and the efforts of their staff to keep the National Network of Fusion Centers informed and up to speed on the activities this past week.

We have come a long way from where we were on September 11th, but during this crisis, we have also seen areas where we can improve how we do business as fusion centers. We can only do this together with the full support of our federal, state, local, and tribal partners all pushing toward the same goals and objectives. We have much to learn and even more to contribute to the security of our communities. I am proud to be a part of the National Network of Fusion Centers and proud of the contributions of the BRIC.
